There are a few reasons that the nozzle arm could be prevented from rotating under the disk. What is most likely is a clog in one or both nozzles preventing enough (or any in some cases) water to come through to push the arm around. This is relatively easy to address.
In the photo below, I've pointed out the U-clips holding the nozzle in place. Remove them with a screwdriver or another tool, then pull the nozzle parts off the arm. Soak them in vinegar for 20 minutes before you reattach them to the rotating arm.
Alternatively, you can try to lubricate the center connection. Do this by disconnecting the arm from the disk by unthreading the center connection and then applying a lubricant such as silicone. grease or white lithium grease.
