Good Question.
Aside from a visual appearance A rotary nozzle also known as a "Turbo Nozzle" is a much more substantial nozzle. Mechanically speaking it is a 0 deg nozzle and has a ceramic tip that moves in a circular motion as the water pressure runs through the nozzle. These nozzles aid washing as it adds a mechanical assist to to the spray. When held in place you can see the water performing a circular action.
A standard 15 Deg nozzle, has a fixed nozzle end. The nozzle end like it states shoots a 15 Degree fanned spray pattern. It is nice because you can twist the nozzle on the end of your Pressure Gun to match the spray fan to the direction you want to wash.
Hope this answers your question.
